上图:廉政会执行长赖劭礼带领团队参加联合国官方(UNODC)5主持的国际会议【廉政报记者 沈秀颖/台北报导】 昨(30)日中午,在奥地利维也纳联合国总部,由联合国刑事司法与犯罪预防非政府组织联盟(Alliance of NGOs on Crime Prevention and Criminal Justice)主办的全球枪支问题建设性对话会议登场。台湾的中华民国国家廉政监督协会(ICAC Taiwan)以非政府组织身份获正式邀请参与,并由国际总部副执行长谢荣浤博士於会中发言,向全球代表介绍台湾廉政工作的实绩与精神。 会议透过微软Teams线上举行,聚集来自全球数十国的NGO代表共同探讨 “《枪支议定书》对预防冲突和建设和平努力的贡献” 和 “根据《联合国打击跨国有组织犯罪公约》对《枪支议定书》所涵盖犯罪的有效刑事司法对策” 的议题。廉政会副执行长谢博士代表发言,并在大会主席邀请下,以中英文进行视讯发言,亲自表明:「我们来自中华民国台湾,这是一个推动廉政与反贪腐的民间组织——ICAC Taiwan NGO。」「我代表台湾2300万人民发声,让世界听见我们的理念。」这句话让会议现场对台湾的存在印象深刻。虽然我国政府尚无法正式进入联合国体系,但中华民国廉政监督协会作为联合国毒品与犯罪问题办公室(UNODC)认可的民间合作伙伴,已实质参与多项国际合作,是台湾少数获正式认可的NGO之一。 谢荣浤使用 Microsoft Teams 台湾线上第一次视讯发言先简短介绍来自台湾 ICAC NGO 。(图/记者谢淯书截图) 「大家好,我是中华民国台湾的谢荣浤。我们是ICAC Taiwan NGO,一个致力於廉政与反贪的民间组织。今天,我代表台湾2300万人民参与这场会议,并传达我们的理念。我们相信,透明与廉政是国际共通的价值,台湾也有责任为世界做出贡献。谢谢大家。 "Hello everyone, I am Dr. Jong-Hong Hsieh from the Republic of China, Taiwan.We are ICAC Taiwan, a non-governmental organization devoted to anti-corruption and transparency.Today, I represent 23 million people from Taiwan to speak at this meeting.We believe that integrity and transparency are universal values, and Taiwan is ready to contribute.Thank you all." 谢副执行长发言时特别提到,透明与廉政是普世价值,「我们希望与世界分享台湾的经验,也愿意参与全球反贪与法治建设的行动。」会议主席亦当场回应,感谢ICAC Taiwan的参与与分享,表现出高度尊重。 中华民国廉政监督协会近年在国内外推动廉政文化、举办教育论坛、监督公共机构运作,并与亚洲各地反贪组织合作,拥有丰富的实务经验。此次参与联合国会议,意义重大,不仅展现台湾民间实力,也凸显非政府参与国际治理的可能性。 联合国UNODC官网显示繁体中文介绍亚洲台湾廉政会的资讯。(图/记者谢淯书截图)据悉,联合国毒品与犯罪问题办公室目前推动「民间社会保护伞计画」(Civil Society Umbrella Programme),藉由扶植全球非政府组织参与政策制定。ICAC Taiwan便是在该框架下取得正式参与资格,也因此能在此次会议中合法且正式代表台湾发声。 「我们无需等待官方入场券,台湾有实力,也有责任,为世界发声。」 谢荣浤副执行长语气坚定地说。 https://www.icacnews.url.tw/hot_514308.html 廉政会获联合国邀请参与毒品与犯罪国际会议 副执行长谢荣浤代表台湾发声 2025-07-18 2026-07-18

Panel Topics for the Constructive Dialogue on Technical Assistance & International Cooperation:

  • Prevention of organized crime through public-private partnerships (PPPs) and socioeconomic, cultural and behavioural pathways, with a focus on organized fraud
  • Exchange of good practices in international cooperation to freeze and confiscate proceeds of crime in the form of virtual currencies.
  • 25 years after the adoption of the UNTOC: an assessment of the impact and added value of the Convention in the prevention of and fight against transnational organized crime, including through collaboration with civil society.
